Probably applies to like 2 people here if that but I guess I'll make a thread for it anyway. Will list the machines I'm aware of in order of familiarity. Also including Western NY because everyone has different definitions of Upstate.
Capital Region - one white cab at the Albany Dave & Buster's running A20+ in pretty good condition, one SMX at the Fun World Arcade in Lake George. Also in good condition, but their off season hours are really fucking weird so I don't usually get the chance to go up there much. There could be more machines that I'm not aware of, but yeah.
Holyoke, Massachusetts - I know it's out of state but I figured it's worth mentioning because of its relative proximity to the Capital Region. Round1 at the Holyoke Mall. Two white cabs running A3 with great pads, one gold cab that's (usually) good, two Pump cabs, and all of the other typical rhythm games you can expect from a Round1. It does also have the former Silver City Galleria pop'n cab.
Orange/Dutchess County - Middletown Round1 has a white cab in pristine condition running A3 and an extremely finicky gold cab. Sometimes it's great, sometimes it's absolute garbage. Also an SMX at the Poughkeepsie Galleria.
Syracuse - Pump XX at the Destiny USA Dave & Buster's. Apparently terrible.
Rochester - DDR SN1 at the Museum of Play. Pads were okay when I played on them 10+ years ago but I kind of doubt they've held up since then. The museum itself is pretty cool and definitely worth a visit but I would not make playing DDR here a priority. There's also a Pump XX at the Dave & Buster's. No idea if it's any good.
Buffalo - (I think) Pump XX at the Walden Galleria. Again, no idea on condition.
